ABOUT COM-STRUCT
Com-struct has been serving the telecommunications industry since 2003, we provide new cellular infrastructure including new Site builds, share sites, rooftops to companies like Vodacom and American Tower, we also provide maintenance and upgrades of existing sites along with other scopes for these sites. We are a Private company with two owners. Com-struct is a registered Electrical Company holding a Level 2 BEE status.
The BEE & Tender Administrator is responsible for supporting Broad-Based Black Economic Empowerment (B-BBEE) compliance and assisting in the preparation,submission, and management of tenders. This role ensures that the company meets BEE regulatory requirements while efficiently handling tender documentation and compliance processes.
Key Responsibilities include but are not limited to:
1. BEE Administration & Compliance Support
Maintain and update BEE compliance documentation and reports.
Assist in tracking and improving BEE scorecard elements, including
Ownership, Management Control, Skills Development, Enterprise & Supplier
Development, and Socio-Economic Development.
Ensure accurate record-keeping for BEE verification audits.
Assist in preparing reports and submissions for BEE compliance audits and
annual assessments.
Liaise with BEE verification agencies and consultants to ensure smooth audits
and reporting.
Assist in implementing skills development, supplier development, and socioeconomic
initiatives for BEE compliance.
Monitor BEE-related legislation changes and update management accordingly.
2. Tender Administration & Compliance
Identify and track new tender opportunities in alignment with company
capabilities and BEE requirements.
Assist in the preparation, compilation, and submission of tender documents.
Ensure tender compliance by gathering and verifying all necessary
documentation, including:
o Company Registration Documents (CIPC)
o Tax Clearance Certificate
o BEE Certificate
o Financial Statements
o CIDB (if required)
o Health & Safety Policies
o Insurance Certificates
Maintain and update the tender database, ensuring all documentation is readily
available for submissions.
Ensure timely submission of tenders in the correct format (electronic or hard
copy) as per client requirements.
Follow up on submitted tenders and provide feedback to management.
Keep track of tender deadlines and submission statuses.
3. Document & Record Management
Ensure all BEE and tender-related documents are correctly filed, up to date,
and accessible.
Maintain a database of tenders, contracts, and compliance documents.
Organize and maintain a record of tender awards, losses, and client feedback
for future reference.
4. Communication & Stakeholder Coordination
Liaise with internal teams (finance, procurement, HR) to gather necessary tender
and BEE documents.
Communicate with suppliers and service providers regarding BEE
requirements and compliance.
Assist in coordinating training and workshops related to BEE compliance and
tender procedures.
Engage with government institutions, procurement oices, and verification
agencies when necessary.
5. Reporting & Support
Generate reports on BEE status, scorecard progress, and tender
performance.
Assist in preparing presentations and reports for management meetings.
Support senior managers and compliance oicers with ad-hoc administrative
duties related to BEE and tender management.

Candidate Requirements
- Mininum 2–3 years of experience in BEE administration, tender management, or compliance-related roles.
- Experience in BEE scorecard management and tender documentation will be advantageous.
- Knowledge of BEE legislation, procurement processes, and compliance requirements.
- Excellent verbal and written communication, problem-solving, and organizational skills.
- Dedicated, deadline driven, responsible.
- Own or Reliable transport
