MANAGER: OPERATIONS AND MAINTENANCE
TCOE SALARY COMMENCING FROM R1,556,812 PER ANNUM ● REF NO: HSM 14/25 ● CAPE TOWN
Requirements:
- First degree or BTech and or relevant equivalent qualification - Built Environment and Project Management
- Extensive Managerial Experience, Operations and Maintenance Management, Project and Programme Management experience at a middle to senior management level in the Technical / Built Environment field (minimum eight (8) years)
- Extensive Knowledge of SAP PM, MM (front and back end)
- Special requirements: Attending of meetings in early mornings and after hours on occasions
- Working under extreme pressure - having to deal with constant demands from the public and politicians
- Incumbent will be required to travel / visit housing offices/depots and City offices/sites/public housing units, etc.
- Physical requirements: Physically fit
- Code EB driver’s licence.
Key performance areas:
- Manage and control the four Maintenance Regions, Computerised Maintenance Management, Finance and Administration, Asset Management and Projects, Risk and Safety Management, and Loss Control and Compliance functions for Public Housing infrastructure
- Develop, implement and coordinate an Integrated Asset Management philosophy and strategy to ensure that current and future replacement cost, backlog asset refurbishment costs and scheduled maintenance cost are forecasted, planned for and monitored
- Management and control of all trades (electrical, carpentry, engineering and construction) to ensure infrastructure maintenance is adequate to provide availability for the correct operation of rental stock across all regions
- Ensure sustainable service delivery by managing of an effective fleet management programme in order to ensure availability of fleet and small plant to the upgrades and maintenance branches
- Manage and control an effective risk and safety programme in order to improve the risk and safety systems in upgrades and maintenance workplaces
- Manage and control the reactive and proactive maintenance to existing CRU/rental units/hostels ±13 maintenance depots in order to ensure that all repairs and maintenance work are being attended to
- Plan, design, procure and implement operational works for the public housing rental stock to ensure timeous implementation
- Manage (organise, lead, direct, delegate and control) capital and operating budgets for the Branch and its associated functions to ensure financial targets are met
- Manage the outcomes associated with the utilisation, empowerment, productivity and performance of personnel
- Direct and manage communication associated with duties and functions to improve the service profile, contribute to the body of knowledge pertaining to the service as well as interact with communities, political structures and all stakeholders
- Manage the key performance areas and result indicators associated with the provision of transversal management to ensure cooperation from all role players.
