An opportunity has risen within the Operations Division for a General Manager - Flight Operations.
The General Manager Flying Operations (GMFO) as a member of EXCO, reports directly to the CEO and is responsible for the management of all functions within the Flying Operations Department. The GMFO is a full-time management position responsible to the Director, CASA PNG and approved person under CA Act Section 49 as a ‘fit & proper’ person. The GMFO in exercising any responsibility, may delegate to other members of the company certain duties as required including but not limited to:
· Operational Safety through the Flight Safety Officers
· Oversight of training of all crew by the Head of Training & Competency
· Oversight of Fleet Operations through the applicable Fleet Manager
· Oversight of Cabin Services through the applicable Manager Cabin Services
· Oversight of aircraft technical and
· performance data through Technical Support personnel
· Overall management of the Flying Operations Department, including corporate governance and regulatory oversight.
· Participate in the budget process to ensure that the Department has enough resources to carry out the required functions in a safe and effective manner.
· Liaise with the Manager(s) Safety and/or Quality to ensure that reports to external agencies, including CASA and AIC, are compiled and submitted within the required time frames and initiated via the corporate change management and risk assessment processes to respond to issues arising within the department.
· Take accountability in the rectification and action raised by the fleet safety officer in ensuring implementation of corrective and preventative actions with regards to corporate risk control methods (e) Management accountability for departmental policies set through departmental managerial reviews, corporate audits and or review raised through the Safety Quality Review Board processes.
· Liaise with other departmental managers to ensure that Flying Operations matters remain consistent within the scope of the business activities and in line with international and state prescribed regulatory conditions.
· Liaise with the Chef Operating Officer in ensuring that all ground services supporting flying operations remain consistent for schedule outcome
· Liaise with Manager Operations Control to ensure that all operational control support functions are available and monitored during airline operations.
· Ensure that Crewing provides a system to ensure that only Operational Competency and suitable personnel remain qualified for company operations and in line with the Fatigue Risk Management System(s).
· Ensure correct business case principals are followed by sectional heads to ensure adequate crew complements and budgetary constraints are correctly applied throughout the department. This includes final departmental authority in disciplinary issues associated with the Corporate Performance Management Processes, including all promotions, demotions , suspensions, resignations and/or dismissal proceeding for departmental staff.
· Participate in the budget process to ensure that the Department has sufficient resources to carry out the required functions in a safe and effective manner.
· Liaise with the Manager Corporate Safety & Regulatory Compliance to ensure that any reports to external agencies like CASA or the AIC are compiled and submitted within the required time frames and initiating the change management and risk assessment processes as required to respond to issues arising within the department.
· Oversight of the production and amendment of Flight Operations Department documents to ensure compliance with all legislation, including seeking approval when required.
· Maintain a complete and up-to-date reference library is available to crew of operational documents as specified by the Civil Aviation Act and Rules.
· Monitor the operational standards, training records and compliance with Flight Crew Training and Checking Manual to ensure all company crew are compliant with all legislation.
· On advice from the MFS, recommend staff to the CASA for approval to act as a Flight Instructor and/or Flight Examiner, Emergency Procedures (EPC) instructor, simulator instructor and/or ground instructor, if so required.
· Ensure a system is maintained to record all crew duty and flight times, record of licenses, ratings and route qualifications where applicable held by each crew member to ensure compliance with legislation.
· Ensure a system is maintained to only allocate all crew to operate aircraft that they are qualified to do so. And rostered in compliance with applicable legislation.
· Ensure a system is maintained to control the loading and weight and balance for each aircraft.
· Provide support to the Operations Department in day-to-day issues.
· Ensure all supervised staff is resourced so that they are able to conduct their required tasks in a suitable and effective manner
Candidate Requirements
· Extensive experience in the aviation industry in a flight operations position.
· Has management skills and the ability to promote a proactive, harmonious work culture
· Proven leadership including coaching and mentoring skills and experiences
· Displays a sound understanding of corporate business objectives and plans including related operational policies and procedures and manual computerized systems
· Currently holds an ATPL and Commercial Pilot License
· CASA certifications
· Experience on the Dash 8 or ATR is highly desirable.
· Managerial experience
