PURPOSE STATEMENT
The incumbent will be responsible for supporting the Executive: Ethics Standards and Public Sector with driving SAICA’s strategic objectives and initiatives in the public sector as it relates to member support and guidance . This will include:
(a) Developing quality technical resources and providing technical support to members in the public sector;
(b) Developing and presenting quality seminars and events;
(c) Representing SAICA on local and international structures and promoting SAICA’s brand and SAICA members and associates’ (members) views;
(d) Engaging with key stakeholders in the public sector; and
(e) Implementing a communication plan for members and stakeholders as it relates tothe area of responsibility.
OUTPUT 1 - Delivering Public Sector Related Initiatives
1.1. Support the Executive: Ethics Standards and Public Sector in the implementation of public sector initiatives and workplan as it relates t member support and guidance for public sector.
1.2. Implement a member consultation strategy for public sector.
1.3. Implement member engagement strategy for public sector.
1.4. Identify challenges impacting members and associates in the public sector and solutions to mitigate the challenges through member support and guidance.
1.5. Identify and leverage off key stakeholder partnerships that can positively contribute to the public sector.
1.6. Implement a plan for the professionalisation of the public sector.
1.7. Develop public sector technical resources that is of the appropriate quality.
1.8. Influence collaboration within the organisation on public sector related initiatives.
1.9. Present to key stakeholders such as National Treasury, Auditor General of South Africa and members on key pubrlic secto related issues which may include advocacy submissions or training.
OBJECTIVE 2 - Effective Stakeholder Engagements
2.1. Support the Executive: Ethics Standards and Public Sector with the implementation a stakeholder engagement plan.
2.2. Represent SAICA and its members in external forums at a local and global level with strategic alliance partners.
OBJECTIVE 3 - Effective Management of Member Structures
3.1. Lead the effective utilization and management of relevant Member Committees and Structures to formulate and inform professions technical positions.
3.2. Support the Executive: Ethics Standards and Public Sector with the management of member structures as required and ensure that it properly supported, effective and efficient.
OBJECTIVE 4 - Delivering an effective Communication Plan
4.1. In consultation with the Executive: Ethics Standards and Public Sector, develop and implement a media strategy and plan; and engage with the media and speak on public platforms in respect of technical positions and impact on society or parts thereof for the division.
4.2. In consultation with the Executive: Ethics Standards and Public Sector, develop and implement a communication plan to engage with members and stakeholders for the the department.
OBJECTIVE 5 - Positively incluencing the achievement of organisational stability
5.1. Support the Executive: Ethics Standards and Public Sector to implement the workplan for the area of responsibility on members support and guidance.
5.2. Support the Executive: Ethics Standards and Public Sector manage budget, spending and revenue initiatives within area of responsibility.
5.3. Responsible for the implementation and monitoring of risk management policies and internal controls within area of responsible.
5.4. Responsible for the implementation and monitoring of SAICA processes and policies within area of responsibility.
5.5. Responsible for implementing and managing procurement function within area of responsibility.
5.6. Identify and implement internal efficiencies, including digital enhancements within the department.
5.7. Participate in and complete the bi-annual staff performance reviews and other informal performance feedbacks per the relevant HC policy
5.8. Implement the development areas, creating a personal development plan and ensuring completion of interventions identified
5.9. Ensure awareness of and responsibilities under any current and new SAICA policies and procedures including ensuring that the relevant training interventions are attended.
Candidate Requirements
FORMAL EDUCATION
- B.Com Acc
- B.Com Acc Honours
TECHNICAL/ LEGAL CERTIFICATION
- CA(SA)
EXPERIENCE
- 3-5 years post article experience preferably in the public sector
- Experience with public sector legislation, performance reporting and financial reporting standards (PFMA, MFMA, Standards of GRAP, MCS, etc)
- A background in training or presenting technical information is an added advantage
